Seems like Georgia, Missouri, and Maryland are overrepresented on that list, and they are states that have higher black populations. Maryland loves their speed cameras; when revenues dropped from the stationary cameras that people learned to avoid, they started putting out mobile units. New Carrolton, MD has almost half of their fines budget coming from redlight cameras. College Park, MD's entire fines budget comes from redlight cameras and parking violations.
I'm not sure how you can claim revenue generated from unmanned cameras and empty cars is racially biased.

well, you just totally on your own decided that all or most of the revenue is from automated sources without anything to back that up, however even if that were true (which it's almost definitely not) it is still totally possible to introduce racial bias by things as simple as where you locate devices
in the link they note that:

in the College Park CAFR, what part shows that automated systems are the majority of their fines? Where do they break down the "fines and forfeitures" item.
in the new carroll link i also don't see where they break down that revenue, it appears to have even less detail for revenue. i can tell you all about how much it costs to administer speed cameras in new carroll, but not about the revenue they bring in.
you haven't posted anything that supports your claim that fines in maryland are predominantly from automated systems that can't have a bias

revenue total are on page 18/208 of the PDF, fines and forfeiture accounting codes on page 30/208, and page 32/208 lists actual and budgeted numbers for those fines and forfeitures. Of the $711,495 collected in 2013, $295,268 came from speed cameras and $414,497 came from vehicle control fines and towing. They didn't break down how much was towing and how much was due to fines that could be subjective, hence why I left that portion out of my original statement. If New Carrollton is responsible for towing enforcement at New Carrollton metro stop, that could be a significant portion of the $414k. However, that is speculation on my part.

Page 11/388 spells out the revenue and operating costs of the speed cameras, and page 43/388 lists out the revenue from fines and fees. The interesting exerpt from the 2012 College Park budget I linked to before is that their actual vs projected budget on speed camera fines was way off, with actual revenue being about a third more than projected. The speed cameras must have been more of a moneymaker than anticipated, which would explain why they've grown like wildfire around here.

i suppose if you want to claim that 2 of the top 50 cities receive a large fund from speed cameras that's a valid claim (although that ignores that work zones are arbitrary and they decide where to place them, and i believe local jurisdictions have to decide if and where to place school zone cameras) and only 8 of those top 50 cities are in states that have school zone speed cameras

I know you're just a shit troll, but you should at least try harder than this. You could at least try to argue that artificially suppressed property values in black neighborhoods lead to less tax revenue and force municipalities to try to get money in other ways, such as fines. At least you'd be trying to make an argument that can't be refuted with a 10 second google search.

every school gets a speed camera, and work zones are pretty easy to spot with the signs and orange barrels everywhere. It's not some arbitrary thing like the "aggressive driver enforcement" zones that they were experimenting with years ago.

in 6 of the 50 cities every school is allowed to have a speed camera if the local government wants to put one there (not sure how it works in NY, the other 2) which makes them somewhat objective but still subjective. work zone cameras are roving and can be put wherever you want, this is definitely subjective (i.e. can be biased). the revenue from them is less than revenue from other fees. there are 42 cities in the top 50 that either explicitly prohibit speed cameras, allow them but don't have any yet, or only allow them in certain situations that are subjective (in a work zone, with an officer stationed beside it, etc...)
what you have shown is that in 2 cities out of 50 a large amount of revenue comes from a source that is partially objective, and that in another 4 it may be similar. you have not shown that the majority of fees in maryland are from unbiasable sources. you have not responded to the claims in the link above in any kind of significant way
what you have done instead is notice one thing that you had a little knowledge about and posted about it to try to sound smart even though it hardly addresses the issue in the link i posted

Traffic cameras are put in high traffic areas. That means not rich white suburbs, OR poor black neighborhoods. They're put in high throughput intersections to try and maximize revenue. They don't just put a bunch of traffic cameras outside some public housing to try and catch the black folks speeding or running stop signs.

And it's interesting. I originally imagined those letters were so lame because he and his father plainly do not understand the severity of his crime. But I suspect it's actually worse than that. I think the letters were so lame because they literally had nothing to write in his defense.
I mean, Brock Turner is apparently such a loser that the only nice things his father could write about him actually included his strong performance on grade school spelling tests.
