they didn't cut holes there. it's seams where one paver-width of asphalt meets another (you've seen the same type of seams on the highway).

you could see some white sealer in there, so they probably cut it to make a good groove for the sealant to adhere. kind of like when you're dealing with metal and you grind a groove at a joint before you weld it together.
