and people have introduced bills that would change this

but they've never managed to get it through because it would require an amendment to the constitution (which requires a lot more than a majority vote, and an amendment hasn't been approved since 1992)

Onslow and Pender just hit 100% and 91%, which looked with a quick check to be McCain's last large reserves...if there are still 100k to come out of Charlotte then Obama is looking good..

Looking around I see about 25k net gain for McCain in the red counties...maybe 10K gain for Obama in blue counties outside of Mecklenburg...

so that would be 30k Obama needs from Mecklenburg
