They can report it over the radio and get police dispatched, but fuck no they don't have any reason to intervene. Some crazy motherfucker starts beating up on somebody on your bus. You are paid eight dollars an hour. You do not intervene. Most the bus driver should've done (and probably did) was stop the bus, get the cops out there, and maybe call an ambulance though it would've been wholly unnecessary.
