Well I mean, that's kind of what they do by putting section 8 housing in apartments and house rentals rather than building projects

It doesnt appear to make much of a difference. It looks as though the new board members are pretty open to the revised plan, which has changed quite a bit from the initial offering to something more people can get behind.
