That the UN wants everyone to register every weapon and put tracking numbers on EVERY bullet casing. In order to buy more ammo, you'll have to collect and return all your shell casings.

I'm guessing that All "illicit" manufacturing of ammo will result in a raid of your home and imprisonment.

The only ones that will have illicit ammo and guns will still be the criminals.
