obviously lots of people have trouble maintaining a steady speed. i see it on the highway all the time, i'm on cruise control, come up on a slow-moving vehicle, I start to pass and they speed up. or i pass them, continue on at the same speed, only for them to pass me a few minutes later, pull in front of me, and immediately slow down again.

I encounter the same thing a lot, cruise is set and I come upon a slower vehicle on the highway, then either right as I pass them or just afterwards they speed up and either ride in my blind spot wingman-style so I cant get back over or speed up past me just to have me catch up a few miles down the road and repeat the process. It's irritating by itself and a total PITA if other cars are trying to pass as well or blocking the left lane. It's like they realize subconsciously that once I pass them, they look at their speed and notice they're going slower than they intended and speed up. Either that or they're hoping I'm the decoy to get pulled by the popo for speeding instead of them.
