Yeah should have been dealth with internally by the Rams if they had a problem with it. That is their job and making statements like that on the job is for their employer to decide as long as what they are doing isnt illegal. So, you're right in that he may have been referring to an off duty cop paid to provide security at a sporting event. Which, heh, lies in a very gray area. So I guess the off duty cop could choose to let a mob storm the field and just not do anything.
