Watch and Warning aren't exactly unambiguous...

I'm pretty sure it's "watch" as in "we at the weather station are watching out for tornadoes"...
But it could just as easily be "watch" as in "WATCH OUT FOR THE TORNADO OH GOD IT'S RIGHT BEHIND YOU"

Similarly, "warning" could mean "we are warning you that a tornado might form somewhere in your area"...
But it could just as easily be "WARNING: TORNADO. GET YOUR ASS TO SAFETY."

When you have training supercell systems that continuously produce tornadoes is how. Ask Guilford Co. last night. Granted, it's extremely unusual but plausible.
