The problem is, they are asking for YAY or NAY votes, but there are a ton of guests in the room that are fucking up the process. The chairman won't remove the guests and won't do a standing vote.
Guests have been participating by making motions which is against the rules. Only delegates can vote.

The audience wants to recertify all the delegates now because the numbers on the preliminary and final reports are different by 20-some votes.

Define significance?

The information being handed out is inaccurate and known inaccurate for the sole purpose of misleading, is pretty significant. The only way to know if it's accurate or not is if you're educated in advance.

Kind of like rolling up to a car dealership and buying a car without knowing if the salesman is honest.

I could be wrong, but I believe it's a list of possible delegates and who they support - So the fake slate loaded with Romney supporters(listed as supporting Paul) would be to mislead people into backing Romney supporting delegates

Nothing. The RNC nomination process aren't legal rules. It's its own game separate from the law to pick a person to be nominated for president. If enough people feel threatened or cheated, the RNC can do a redo, otherwise it's our fault for not being educated if we lose. If the RNC itself goes against it's rules, the people will overthrow the chair and put in someone who will play by the rules.
