Clinton didn't cause the economic boom during his time.

But he also didn't hinder it.

He contributed to the housing collapse but that was only one factor.

Overall he was okay on the economy... he didn't really affect it all that much. Most presidents, if they try to take action on the economy, will primarily fuck things up, so the best we can really hope for is for a president who doesn't try too hard to meddle in things.
