This is not something society "trains" but one of society's most important roles is to make sure its people are educated. We were all born "careless" in the context that you mentioned and have been educated out of it to a certain degree in our time on this planet. These "careless" people are a result of society's failure to function in its role of education.

But even the old ones are super Democrat because they have been since FDR and Kennedy. My grandparents for example have always been huge supporters of the Clintons.
