so here's the update I believe:

there's still neighbors in the yellow house kitty corner to the house in front of the boat, trying to evacuate
he's still moving in the boat under the cover and just sat up
totally surrounded, you can hear the choppers
the plan is cops are going in a nearboy 3rd story to look down on the boat, cover coming off soon
