CNN said it a few hours ago. I had since switched over to CBS and they may have said it as well. An unnamed foreign government, which because they're Chechen I would certainly expect Russia, requested the FBI to talk to the elder Tsarnaev brother in 2011 due to suspected ties with an extremist group. I think that's what I heard on CNN and what I think I heard on CBS was the FBI talked to him and determined he had no ties. Now that was in 2011 and Tsarnaev went to Russia for six months in 2012.
