If you don't have the DLC, I think the matchmaking system tries to match you with others who don't have the pack. If you somehow get put into a lobby with guys who have it, none of the DLC maps can win the vote (not sure about joining in progress).

Do you not have the first pack? That might explain why I had that good match last night.
