They explained it on CBS that it's designed for terrorism cases where they determine if there's still danger as far as other bombs or other people elsewhere. Once that's cleared, then you're read Miranda rights. It's called a Public Safety Exception.

Not a lawyer, but I would bet Miranda protections are suspended in events concerning national security. Partly so you don't have a bomber with 8 bombs in the city sitting there saying "lawyer", and you not being allowed to question him. This way he can hold silent, but you can start to break him down via interrogation.

And because there are no Miranda protections, he does not need to be informed of them.
