The context was comparing the severity of the Quebec and Charleston shootings to ISIS related shootings.

The question was "How about the Charleston shooting... that doesn't matter"?

You'll notice the interviewer understood what Duffy meant. While it was an awkward statement, anyone understanding the context understood he was referring to the reaction as "good" to imply that it mattered to the American people.
