If Staos was deemed to have control before he covered the puck then it was the right call

I don't understand how the rules can be so inconsistent as to allow this...

The point of having penalties delayed is to allow the nonoffending team an advantage by not stopping play until the offending team gains possession back. If there was not a delayed penalty in this instance, the correct call clearly would have been to award a penalty shot. However, since there WAS a delayed penalty in the queue, the penalty shot was taken away?! That seems to be a slap in the face to the advantage which is the whole point of delaying the penalty.
