I'm still confused about UNC/UT.
That play has to be illegal participation since they did not rule it dead before the snap and that's 15 yards.
Does the clock not run on the ready for play on both illegal participation and illegal substitution since the last play was a running play?

That is correct.
It should have been a 15 yard penalty.
12 Players were in formation at the time of the snap...with another 5 running off. That is illegal PARTICIPATION, not illegal substitution

No. I originally brought up the same thing, but i was wrong....someone on Packpride looked it up. College rules state that after a sustitution penalty, the clock starts on the snap.
It's a bad rule, will likely be changed now, but it's the rule however stupid. The refs got that part right.
That is precisely why the NFL has the runoff rule...to prevent this shit
There was also an illegal shift at the time of the snap becuase Casey Barth was running towards the line of scrimmage...there was also a few players moving parallel to the line of scrimmage at the same time

I really don't think that's the rule.
With a dead ball substitution penalty (5 yards, whistle blown and flag thrown before snap), the clock starts on the ready-for-play since the last play was a running play.
With a live ball illegal participation penalty (15 yards), the clock would have started on the snap, since the last play was the spike.

^ That sounds correct since illegal formation is a live ball foul, so the clock will start on the snap since the play resulted in an incomplete pass.
The call on the field was illegal substitution, which is a dead ball foul, meaning the spike should have never occurred. So the clock would start on the ready for play, since the previous play was a run.
The refs could have also called illegal participation, a live ball foul, and the spike would have counted, but the penalty is 15 yards. 12/31/2010 1:59:01 AM |

So the way they called it:
Illegal Substitution, 5 yd penalty and the clock SHOULD HAVE started on the ready to play whistle (Which is where they screwed up, becuase the clock was stopped when Barth kicked the field goal)
The correct call was:
Illegal Participation - 15 yard penalty and the clock should start on the SNAP
Am I understanding that correctly?

Really, the refs really could have called either one. But either way, there is no way they could have gotten the result of a 5 yard penalty with the clock stopped if the rules had been enforced correctly.
People are saying that the rule sucks, and while they may need some adjustments, they weren't applied correctly to begin with either.

Not only does the ncaa say they got the ruling on the unc game right, they are instituting a new ridiculous unsportsmanlike conduct rule. Now getting uslc called will wipe the result of the play and assess a 15 yard penalty. So now a ref can decide a clutch touchdown followed by a salute to the fans, like with the kansas state game, will remove the touchdown and take 15 yards. I forsee epic nc state shit in the future.
