1: we're at war (any kind, not just nuclear)

DEFCON1 is NOT Nuclear War, just general state of war. Its very smart to put us at Defcon2 in case we need to strike somebody. But it doesn't mean we are about to nuke anybody. If Afghanistan, Libya, Syria or any nation-state is responsible, they will soon be turned into a self-lighting glass parking lot.
