North Korea was shit then and it's shit now; the only difference is in command style. Kim Jong Il enjoyed micromanaging every little facet of his country into the ground and truly relished being a dictator.

Kim Jong Un simply enjoys the trappings of his name. He is a fat little uneducated buffoon who is easily distracted from leadership by mindless little Disney plays and the like.

It seems fairly obvious to me that his generals and advisors are the ones truly in charge, but if you want hard proof you're probably going to have to wait a couple of years. It seems it might be a little easier for foreigners to get into the country now, including journalists, but otherwise just keep your eyes on the CIA Factbook to see if their economy tanks further (or not).
