You're the one who's argument relies on semantics.
Simply because one could maybe loosely classify both scenarios as "wars," you feel justified to treat our enemies in both scenarios identically.
If one were to move beyond the simple fact that both scenarios could be referred to as wars, they'd see that there are significant differences between the them.
