former Air Force Munitions troop here.

It's hard to tell, because the amount/shape of the C4 as well as how it was packaged (is it just a brick or is it shaped and compressed into a pipe etc) is going to matter a great deal. You really just can't take a look at that video and say 'well, that looks to be about 3 bricks of C4.

Most of the damage is going to come from the debris generated from the shockwave and the ball bearings. From my perspective, it does not look like that big of explosion, I guess in your terms, no more than the equivalent of 2 blocks of C4?

EDIT: I could very wrong btw, that video wasn't the best quality, but that would be my guess.

Could be bomb placement, bomb design, or the intent of the bomb.

the most common domestic terrorist attacks have been done by anti-government types, it's not outlandish to speculate that IF it was domestic, it would have been by people who are motivated by their mistrust of government.

The other options are people who hate marathons.

And people who hate legs.

"low" explosive refers to the burn rate of the explosive material. they're used more as propellants (black powder/smokeless powder) or to generate more of a "shove" (moving earth, etc). You can make bombs with it, but it isn't really usually the best tool for that job.
