^^^you must not watch much CFB. A lot of targeting fouls I see are called correctly. Also, they changed the rule this year where the foul is fully reviewable, it can be turned into a nonfoul upon review.

^^^ TCU, Utah, and Clemson wouldn't be that surprising. All of them were top 25 10 years ago (except utah who was top 25 within 2 years of that), and all of them had/have good coaches, recruiters, and history with football. Baylor was the only one that was worth nothing.
