I am sure it was not a cell phone with GPS. They could occasionally get a tower signal, but it would be hard to find the actual physical location of the phone.

I wonder if he replaced the SIM card after a while. Seems strange that the phone bill would be paid for two months after the guy passed away.

it's very easy to get a reasonably accurate position of the phone. for instance, the iphone does not have GPS but can still "estimate location" just by using cell towers--and it's usually pretty much right.

doesnt matter if he changed the sim, the IMEI would be the same

I don't think my phone is capable of that and it sounds like the guy had a phone similar to mine (ipod + phone < $300)

How accurate would an old phone be? A radius of a few miles would do little help for police, whereas a few hundred yards might would make a difference.

They had another guy involved in custody at the time and I imagine they figured he sold the goods.

pretty sure all phones have to have basic gps or triangulation capabilities by law for the E911 feature on all us cell phones (where when you call 911 they can tell your general location using your cell phone immediately)

You would be right. Any phone made in the last 5-6 years can be gps tracked. But only from an active call, they can't hunt down a phone that is just turned on (at least, not legally, yet).

^ i dont think they actually have the full blown GPS chips that communicate with a satellite...but they can triangulate your position based on local towers' signal strength (and its pretty accurate now with the high density of cell towers...see the iPhone)

i can verify that while vast improvements have been made in both GPS and triangulation, in order to have hard evidence, they need to have evidence of both to prove a location

this is not from a legal standpoint, this is from a technical standpoint. couple of coworkers are called in as expert witnesses from time to time.
