Our economy is one of make-believe. The money is based purely on trust in the government that backs it, which means that our entire economy is based on government control of it. The idea you're proposing has never actually existed, at least not in modern america, and it will never work in a credit-based, trust-in-government-based, economy.

Now, if you want to go back to an economy based on gold (ha!) or something like it, with no concept of credit, fine. I mean, it will never happen, but at least then some of the ideas you're proposing would be realistic.
