I, too, am confused by the timing and necessity of the memo

Clinton wins & investigation finds nothing = Will be taken as further proof of the FBI is in Clinton's pockets and add to the unrest of the election

Clinton wins & investigation finds enough to charge her= The memo changes nothing except maybe further convinces people that the FBI was being bribed in the initial. Leads to more unrest after the election and refusual to acknowledge Kaine as president.

Trump wins & investigation finds nothing = Will be taken as proof Comey did this for purely political reasons. Leads to unrest.

Trump wins & investigation finds enough to charge her = President Trump

Literally the only reason for releasing a public statement like this was for the benefit of Trump, as someone who was strongly advocating for Clinton to be help accountable for her email scandal, doing it like this is a completely shit way to do it that will only lead to more unrest/decisiveness. If Comey wanted to continue the investigation, so be it, but why the public, super vague, announcement?

The problem was that the initial news was that they were Hillary's emails, so everyone started freaking out. The media sat on these headlines for a long time. In fact, lots of sites still haven't changed their headlines, or they are altered them just slightly to drive clicks and traffic. I can totally see why people who weren't around to follow Twitter earlier are confused.
