The stories been updated since it was first posted. Looks like the timeline is:
Teens cut off family on the highway
Man follows teens (for 30 minutes [comment section]) until they arrive home
Man Gets out of car, punches teen driver in face
Teens proceed to punch and kick the guy until he hits the ground
Teens get back in car, Wife hands man a gun
Man points gun at kids, then got back in his car and left
Man returns to the scene and fires at the truck

Cops know who the man and his wife are and are currently looking for them.

Plus, is a CCP necessary in this situation? He wasn't concealing it, his wife had it and handed it to him. The kids wouldn't have know the gun was in play since he was the aggressor and not her.
It could have easily been that he owned the gun legally, had it locked away in the car, and when he picked the fight, his wife got it out. Either way, looks like the toddler in the car is staying with relatives or social services for a while.
