That said, you should check stuff before speaking. New Orleans already has a sea-wall, here is a picture of it. Thanks to their sea wall, I suspect their biggest problems are going to come from rain and river related flooding.

New Orleans levy will cause the city of new orleans to become completely flooded and the only way to get the water out would be to blow the levy which will take months.
