Who ever said inner-city slum-dwellers were civilized? People that live in third world countries know how to squeeze the most out of the least and help one another rather than relying on the government to give them a handout or bail them out of a bad situation. It's a sad state of affairs.
^What do you do when people don't listen? I think that many people evacuated the whole area affected by Katrina. We should have gone in with guns and forced everyone out. OMF HUMAN RIGHTS VIOLATIONZ!!1 Shut the fuck up.

Exactly...that is what a mandatory evacuation is. The mayor of NO can scream about lack of federal support all he wants. But if he did his job and got everybody out of the city in the first place then the federal support could have gone where it was needed and should have been focused - the areas with little to no ability to handle the emergency themselves. The governor of LA is showing how weak she is, she didn't mobilize the NG before the strike as she should have. She completely broke down when the city flooded - she let her emotion overrun her instead of guiding her. I mean for a great example of leadership you don't have to go far. Rudy 9/11.
This disaster has really proved just how much our government needs to be rebuilt by and for the people . We need to reverse the decline of our society before its too late. We need to reinforce our technological superiority instead of allowing it to evaporate to the east. We need to discourage apathy and make people responsible for their own actions. A key component to the calamity in NO is that they are below sea level. Also, I doubt there were "NONE" for looting, etc., in Mumbai. Also, monsoons ARE different than hurricanes.

The Indian government doesn't allow its citizens to have firearms. So I'm pretty sure there were no shooting deaths because the men with guns just automatically get whatever they want.
