sort of...

http://www.cnn.com/2005/US/09/13/katrina.impact/index.html

Quote :
"Bush: 'I take responsibility' for U.S. failures

NEW ORLEANS, Louisiana (CNN) -- President Bush on Tuesday said he takes responsibility for the federal government's failures in responding to Hurricane Katrina.

"Katrina exposed serious problems in our response capability at all levels of government and to the extent the federal government didn't fully do its job right, I take responsibility," Bush said during a joint news conference with Iraqi President Jalal Talabani.

Bush said he wants to know what went right and what went wrong so that he can determine whether the United States was prepared for another storm, or an attack.

"I'm not going to defend the process going in, but I am going to defend the people who are on the front line of saving lives," Bush said.

Earlier in the day, the White House announced the president will address the nation Thursday night about recovery efforts in the Gulf Coast. (Full story)

my brother wrote to me:

Quote :
"Basically, he's taking "responsibility" for vague "problems" -- and since no blame can actually be laid directly at the feet of the office of the president, everyone will have to admit how courageous it is fro Bush to take responsiblity for "mistakes" he didn't even make. "

Obviously there are political motivations behind this statement of responsibility,

BUT

on a personal level for Bush, this is a big step for him. You know he whined like a little bitch when Rove told him he had to do this.

Nothing's going to happen to Bush over this. Brown's resignation was as far as the fallout was going.

it's easy for him to do this now...

Brown's already resigned, which officially makes him the scapegoat, so any time anyone brings up something against Bush then people will just deflect it to Brown...

funny thing is that if Bush had had this "the buck stops here" mentality his entire presidency he'd be one of the most popular presidents ever right now, and Katrina wouldn't have been a problem for him

I'm genuinely impressed.

I know that this sort of thing must've put a dent in Duya's machismo.

but so must the ~40% approval ratings.

Of course this was easier for him and of course it's a rather meaningless assumption of responsibility, but it's George fucking Bush. The shit had to have been hard for him. I give him a C for effort.

I'm wondering how long it will take Governor Blanco and Mayor Nagin to do the same.

Nevermind, it wasn't their fault at all.

alternately, you could look at it as Rove "strategerizing" not to usually take blame.
