IMO Rummy has overestimated this group from the beginning of our occupation. Any loyalty most of the Ba'athists had to Saddam was destroyed when they stopped getting paid and Saddam was removed from power. It is dangerous to operate on this assumption when most of the support for the insurgency is really founded on 1) resentment towards occupiers and 2) Sunni fears of living in a Shi'ite state.

Yet the link points out that their assumption is that the rejectionists (the ones who fall under the two points you listed) are the largest group we're facing. While I do agree that we focused too much of our effort on this group, I do believe that prior to Saddam Hussein's capture and the death of his two sons, a revival of the Ba'athists was a very real possibility. It is true that many would ditch him the moment the dictator was disposed, but a lot of his key supporters, the ones who are likely to face war crimes charges, have played a big role in the insurgency. Maybe not directly in combat, but indirectly in training Sunni insurgents and organizing smaller cells. Most have probably been neutralized at this point, but they were the ones who most likely kicked off the initial insurgency.
