I don't think that's what he meant...

How do you make a shoe bomb blow up a door, but not take out a plane in the process? If a bomb of any sort (any sort strong enough to destroy the cockpit door) detonated on a plane, since planes are pressurized, it would probably blow out some windows/cause structural damage/whatever. Depending on the altitude of the plane, this could make it unflyable, and it would just crash. Crashing a plane is no fun, if you don't hit an important building, if you're a terrorist.

It's plausible that a terror plan was stopped, and i'd be a bit surprised if the gov. failed to stop any terror plans in the past 5 years, but this one sounds like typical Bush "embellishment."
