I think it's more likely that it's a scam "service" that links you to torrent sites or kazaa after you've paid them $30. They have no information about how it actually works. Their disclaimer says "Purchase of a Subscription is not a license to upload or download copyrighted material."

It says in their terms of service that it's a scam (not really, but it's says basically what Shivan Bird said).
