not only that, theres NO way one person uncapped maxing out his connection will affect the neighborhood or any individual user.

not resource planning but how a lot of the apartment complexes and even time warner have a bottleneck for an area.

It's not great but it's free. It'll give you a decent idea of your speed. For instance, mine is
4.4 megabits per second
Communications 4.4 megabits per second Storage 531.1 kilobytes per second 1MB file download 1.9 seconds Subjective rating Awesome

As with most TechTalk threads, this one starts out with a poorly organized/incoherent statement and continues that way through several posts.
firm, describe to us what exactly the problems you are having with your connection. When did you first begin to notice problems with your connection? Why do you think it has to do anything with your neighbor? Etc. details.

if i remember correctly, with the old modems, you could tell it to look for the config info on the ethernet instead of the cable, so you could program it to have no bandwidth limits

I uncapped a friend's modem for him using the TFTP/Ethernet hack on a SB3100 back in the day... this was less than 2 years after they had rolled it out where I lived, but even then they still shut his shit off within 24 hours. I seriously doubt that your neighbor uncapped his connection and has gone unnoticed long enough for you to post this complaint, probably your roommates are downloading a lot of porn and that is why your connection is slow 8/7/2006 12:42:04 AM |

Can't use your own modem. TWC doesn't allow it anymore. You have to use 1 of 5 Motorola mdoels or 2 others i forget.
Don't worry about theorectical limits of cable. Do the test I gave you, if you aren't getting a good rating then there's a bunch of things it could be.
Here's a couple questions for you.
1) Do you roommates use bittorrent. Most people don't understand that it's not the total speed of the download but how many connections. Bittorrent, depending on the client can have 50 simultaneous connections from that many users at the same time. Not only is this resource intensive but it's also a hog on your bandwith. I don't know enough about networks to explain this well, perhaps someone else can
2) Do you have a router? Linksys and US Robotics are notorius for lagging up. Try a restart and test your connection

most cable modems have limits of 38Mbps down, 30Mbps up. Some can go as high as 52Mbps

I wouldn't say its impossible to uncap - but maybe hard and even harder for your neighbors to see an impact on their own bandwidth.
I would say that the way they catch these things is when people abuse the service. Top users of bandwidth get the phone call from TWC. I bet if you did not make it apparent that you were abusing the service, they would not know for a while.
I have looked this up before, but from what I understand, DOCSIS limits downstream around 40Mb/s (depending on DOCSIS version) and this is divided among a few customers. Most cable modems physical limit is around 10Mb/s. The speed pulled from a neighbor depends on a lot of things - current DOCSIS implementation, physical limitation of cable modem, and how many neighbors are sharing upstream/downstream channel.
