Here's a page on msft's website. at the bottom of the page is a segment dealing specifically with what you're doing. gephelps is right that you have to set up internet connection sharing on the pc you're using.
http://www.xbox.com/en-US/support/connecttolive/xbox360/connectionmethods/webconnectivitywizard.htm step by step connection help for the xbox 360. when it asks you for the manufacturer of the device the xbox 360 will be connected to, select "microsoft windows" and it should give you the internet connection sharing steps.
Here's info on setting up internet connection sharing in windows xp (that's what you have right?)
