"Order out of Chaos" is a motto of the forces that control the Western governments and media. They are fomenting war, violence, and chaos in order to tear down the existing order and bring in their "new world order." That's why, for instance, the borders are left wide open and illegal immigration is abetted by the government when 95%+ of the populations of the U.S. (and other Western nations) are against it. Massive illegal immigration is used as warfare against the Western nations...to weaken those nations financially, increase ethnic conflict, increase violence and chaos, etc.

They pulled off 9/11 as the pretext for a series of wars in the middle east. And they fabricated the Iraq "WMD threat" as the pretext for the Iraq War. Now they are pushing propaganda for wars against Iran and Syria.

Prior to the U.S.-led invasion and occupation of Iraq, Iraq was 100 times better off. Now it is a literal hellhole. Tens and hundreds of thousands dead, horrific ethnic/religious violence and crime, the country's infrastructure destroyed, rampant unemployment, disease and drug use rising rapidly, etc. Why did all this happen? What caused it? Well clearly, the U.S. invasion and occupation did. And it was not by accident. It was by design.
