My younger brother graduates from high school on Thursday. He is still deciding on where he is going to go to college (get to play soccer at a better school vs. full ride at NC Weslyan/spot on soccer team). Pretty much all of my HS gifts were cash, and so were all of friends....it was 100% preferred.

i got a laundry basket filled with goodies that I wouldn't have bought on my own like socks, shower shoes, poster putty for the walls, nice calculator...other random shit like that. one of my favorite gifts was something similar. it was a box full of office supplies...pens, tape, tape dispenser, stapler, staples, pencils, post its, calculator, white out, highliters blah blah blah. i had so much shit i literally didn't have to buy anything until spring semester sophmore year.

The laundry basket idea really is a good one - though I remember I had the most fun shopping for stuff like that with the list they give you at Bed Bath and Beyond or whatever. But this is a dude, so he might not be into that at all and enjoy having it already bought for him. Cash = #1 Alcohol = #2 Although, my best HS graduation gift was from distant relatives who got me a very rolling duffle bag. They didn't know I was going to State (right by my parents' place), so thought it might be nice for trips to and from home.
It works well for trips to and from the beach and mtns
Handy stuff like what Wordsworth listed is also excellent. Think about all the stuff you were always running somewhere to buy, and get that. Unfortunately, the timing is off on this, but after the school supply sales in the fall, you can get 10 or 12 spiral bound notebooks for < $0.50 (I've got several packs of 12 that I got for $0.12).
