it was seriously just working 15 minutes ago, installed a program and restarted my system, now my sound card isn't recognized

Try moving it to another slot.

I've had this Audigy for ~5 years now and for whatever reason it will randomly stop being recognized. Been in two different motherboards and will still do it.
