It's kind of sad when you have hundreds of government programs designed to ensure that Peggy Crack Head and Billy Hobo can get food, healthcare and education for little to no cost, but an established, respected and well liked member of a community can't get the city to give him a little help working around the artificial restrictions the city puts in place. He wasn't even looking for a handout, just a change of paperwork so he could continue to support himself.

to be fair, it is rather stupid to expect the city to rezone your HOUSE in order to help your BUSINESS, especially when the purpose was to secure a loan. I would have been angrier if the city had approved his rezoning request, because it makes no sense.

I am, of course, assuming that his house was not the location for the barber shop...

In any case, even if his house wasn't his business, that still doesn't mean it could have been rezoned for him to run a business there, if it would appropriate for the area.
