He want's something he can "download to his PC" whatever that means.
Any speed test is going to have to connect to a remote server, so there's no point in making one you have to download, if the website is more than sufficient to time the transfer of a file.

no... I'm looking for something like the surfspeed test: contacts hundreds of servers around the world, downloads a small file, logs latency and times the transfer.
