I never said they weren't yearly, nor that the gov't fiscal year started in january. I was commenting that I thought the proposal was pretty crappy. Did they not teach you guys to read?

Yah, he pulls this trick every year I think, not budgeting for the Iraq War.

If I understand it all correctly, this is exactly why congress is always debating spending bills for the war. The entire thing is left to "discretionary" spending.

I don't know why he does it that way. I've heard folks like Paul Krugman say that it's a sleezy way to make him look more fiscally conservative. *shrug*

^really? You dont read it that entitlement spending is overall up 4.2 percent, while EVERYTHING else is only up 3.1%? Entitlements are the problem frog.

THe top cat. Im not sure if they lump interest on the national debt with interest lumped in on entitlment programs and loans from that.
