http://lineberry.org/blogs/2008/03/14/clamp-down-gone-party-goers-rejoice/#m
Quote : | "As of March 15, 2008, the Raleigh Police Department (RPD), South West District (formerly District 26) will no longer provide a CLAMP-DOWN officer as part of their special unit division. Originally, CLAMP-DOWN (which stands for Controlling Loud Amplified Music Problems Disturbing Our Western Neighbors) was designed to provide a zero-tolerance enforcement to the Noise & Party Ordinance, commonly referred to as NPO. RPD would concentrate on areas around NC State in South and West Raleigh on the common party nights: Thursday, Friday, Saturday, and Sunday’s. The CLAMP-DOWN officers would only take NPO calls and basically go from loud party to the next and issue citations.
So one would naturally assume that with the removal of this specialized position that most students whom party off-campus in residential neighborhoods would jump for joy and start the next Brent Road on Saturday March, 15, 2008? Not so fast. The CLAMP-DOWN program isn’t quite going away from what I can tell. Instead of having 1-2 dedicated officers trained on NPO, entire beats are now trained to enforce noisy parties. And with the move to a 12-hour shift, there are now more officers per beat. The new schedule, will allow the South West District to fully staff all 12 of the beats in the district." |
Seems a little more logical. I do not see how they ever justified sending an officer out with the sole task of writing NPO tickets.
Hopefully it will avoid situations like this in the future.... message_topic.aspx?topic=3984183/14/2008 12:25:58 PM |

Anyone still have that picture of the 40-50 officers roaming around Brent Road without a student in sight?
And yeah the NPO is bad policy, and the selective enforcement makes it worse. Only way it will ever change though is to get 3 people under the age of 35 on the City Council 3/14/2008 1:11:18 PM |

I hear that perspective...but if you work an 8-5 and want a good night's sleep every night, don't move on Brent Road, for example.
I've never even heard of an NPO violation outside of a 5-mile radius of NC State]3/14/2008 1:14:06 PM |

it's so much easier to collect funds for the government by busting parties and giving out tickets for alcohol and drugs than actually going out and preventing real criminals from causing a problem 3/14/2008 1:19:10 PM |

Dude, I live about a mile from campus. People party here, I knew people would party here, I like to get sleep at night, sometimes I don't.
I live with it. You know why? Because I made the decision to move here. I also do not have to live here. I don't shit on other people's fun when I know I'm in a student area. It's not like they're (usually) going out to do bodily harm to you or somebody else while they're partying.3/14/2008 2:07:15 PM |

When you call the cops about some thugs standing in the Brent Road shooting off handguns, the cops never show up.
When a bunch of ROTC goons run up in a house and start stealing shit and then try to gang up on you when you run them down and grab the stolen property back out of their car, the cops will roll on by and not even bother to stop. Even though the cop had to drive through the twenty people standing in the street getting ready to throw down, he didn't seem to care. (I'm kind of glad they didn't stop on this occasion, because the stolen property I was reclaiming was a keg and a tap. Even still, the cop should have stopped to see why there were twenty people in the street talking shit and looking to fight.)
But let them catch wind of a keg party, and they roll up commando style. 3/14/2008 2:21:56 PM |

I mean I have been on both sides of the noise issue.
I have made the noise,...I have also been the one trying to sleep. The fact is you can sleep through some distant noise outside. Like everyone else has said, students living in the area is nothing new, if someone is looking for absolute peace and quiet they should move to cary. It is not that hard to get to know your neighbors and deal with them when possible.
There is all kind of noise pollution that goes on at all hours of the day where I live. Motorcycles goign in and out, the ghetto townhouses across the street with the constant screaming domestic arguments in the parking lot, the landscapers at 7 am, loud ass tow trucks and city busses blazing down the street, dogs barking, people driving ricers with loud ass exhausts, the list could go on for days.
It is just not a quiet area and that's ok. You will not see me looking like an idiot complaining about that in a city council meeting. I knew the demographics of it when I moved in and can't blame anyone but myself when it is less than relaxing to leave the window open. ] 3/14/2008 2:22:45 PM |

Oh yeah and these tips from the blog seem pretty reasonable.
Quote : | "Citizens are encouraged to call 911 to report any noise violations. But perhaps we, as neighbors can do better. Here are several suggestions:
Let your neighbors know if you are going to have a party. You may even want to invite them. Provide contact details so that if things get noisy, the first phone call goes to you and not to RPD. Ask your guests to respect the neighborhoods. Don’t litter all your party cups up and down the street, don’t park all over the cul-de-sac, sidewalks, and block driveways. And those loud, screeching cars pulling away, not necessary. Keep the parties inside. Duh. Stay out of the streets, be aware of the noise voices create out on back decks, etc. When the clock strikes 11:00 PM the party doesn’t have to stop. Just turn the tunes down, lower the voices, and think about your neighbors who might be trying to get some sleep. Get creative. The official noise ordinance goes into effect at 11:00 PM. The NPO is in effect 24×7. I have an agreement with the folks that live behind me that they have until 1:00 AM. If there are too loud, I yell out my window, they quickly comply, and we are both happy. " |

...... ON a dead serious note, yes, i'll bitch up and down about this city, but.....
I wonder what the requirements to be on city council are. And i wonder if i can keep my job and do that too.
Cuz in that case, I need to get on zee ball about finding out the next election cycle that I could run for city council in, and get me some campaign buttons.

his answer was ~80K, and the endorsement of wake dems or GOP (de facto requirement; you need a LOT more money if you don't get that nomination)3/17/2008 10:34:25 AM |
