My neighbor just bought a bunch of new plants for his backyard, and has been watering them with the hose. I'm not sure, but I think he's been watering his lawn too. I wouldn't complain usually, but I've seen him dragging the running hose around the yard (with no nozzle) on two occasions now, and his yard has been wet more than that. Should I say something? How can I report him without him knowing it was me?

Where do you live? I thought Raleigh was under Stage 1 again, which means you can water two days a week. We're also allowed to water with reclaimed water now.

Edit: Okay, shit, we're still under Stage 2.

looks like they're talking about going to stage 1.5 when falls lake reaches 90% (whatever stage 1.5 is)

I'm simply stating the obvious:

Water restrictions "levels" are similar to the maligned terror threat levels. The numbers and their corresponding colors are directly related to the paranoia and fear (albeit justified in some cases) of the public.

idk where you live, my only question would be how you are sure he isn't watering from a well? If he is, then there is nothing anyone can do.

Nope, not on well water - we're pretty close to downtown. The whole neighborhood has city water.

but fyi . . . just because he is on city water doesn't mean he isn't using a well for irrigation. Lots of people had wells sunk this winter so they could water without restriction.

why dont you be a good neighbor and approach him as such. ask him about his watering and ask him if he is aware of the watering restrictions. give him a chance to stop on his own before you report him.

It would be pretty much impossible to not know about the water restrictions. They are publicized everywhere. And if she does actually go up to him and ask him about it and he says, "Yes I know about them, but I don't care" then it's going to be extra obvious who reported him.

Dont snitch on him. Either talk to him directly, or put an anonymous note on his door asking that it stop (or you will report him). Its a bastardly thing to do to report someone watering their plants with a garden hose and cost them $1000. If he had an underground irrigation system, and was watering every day, then you might think about it. But dont be a douche. Or one day someone will be a douche to you.

no, it's a bastardly thing to do to water your lawn when we are in the middle of a drought. Yes, we got some rain a few weeks ago, but it would be very shortsighted to just declare the drought over and use water however we want to.

Remember that the city folks have to catch them in the act of violating restrictions to do anything, so if he's got a schedule for this, include that.

That's something the city of raleigh can sort out when/before they swing by. When in doubt, report folks anyway. They can't get in trouble if they're on a well, so there's really only the water regulator's time to be concerned about.

well then it should be important enough to put some personal effort into, as opposed to a 'report first, ask questions later mentality'. Do you want the gov to police every aspect of your life?

if she talked to the guy, and he was uncooperative about it, then by all means, report him....just don't be a pansy about it.

I would talk to the neighbor, but telling her to do the same isn't likely to make her: if she were willing to talk to him beforehand, she would have by now.

As far as this nanny state business: if citizens would pro actively conserve their own damn resources, the government wouldn't have to step in to ensure future availability.

all the dumb fucks that think a grass fucking lawn is the answer to your life's troubles deserve to be tarred and feathered. why do people still love that shit? personally, i find a property that has mature growth (i.e. huge old oaks/maples/pines, natural undergrowth, terrain, etc.) to be of much greater value than what these retarded landscapers are doing to try and fight nature (i.e. doze a perfectly good piece of land and force grass to live on it). If you just let shit grow like it wants to, you don't have to buy fertilizer, water, seeds, none of that shit...and as a bonus you get free wildlife along with it! dumbass hicks/yanks

ha, we have these college idiots that just moved in upstairs...they're dumb as doorknobs when drinking (my favorite is the drunken girl's question - will you burn your eyes if you look at a lunar eclipse?)...anyway, i caught them leaving their bud light cans in the bushes, so i took a picture, and turned it into the office the next day

they received a $100 fine

^^ ass. Go talk to people and tell them you have an issue with what they're doing before you go rat them out. You probably could have convinced them to stop doing it, clean up what they'd already thrown into the bushes, and not cost them 100 bucks. If you actually make an effort to communicate in a civil way most people are pretty receptive and you can actually be neighbors.

^ i see no reason to start yet ANOTHER conversation with them...the first time i talked with them, it was about the pool of vomit they left on the ground (project from the third floor balcony) out where everyone walks their dogs (and picks up the poop, actually, so that our "lawn" remains nice)

the SECOND time i talked with them, it was about the fact that they dumped their leftovers (spaghetti) off the same balcony into the grass

how many more chances should i give people who are obviously below me? i hope i get the chance to cost them hundreds of dollars in the long run, because i really hate it when people fuck up a nice thing

glad you assumed i wasn't justified, though...i LOVE your sort of people, the ones that think they can fuck up over and over and over again and just get a laughable talk from a neighbor

oh, and i've had one car towed twice...i don't know who owns it, but they double park or park against the curb, and i've left them warning notes...i hope it cost them $texas

We are not in a water crisis any longer. I am not saying open up the taps and start watering every other day, but hand watering your lawn should NOT be an issue anymore.

i fully admit that i was (kinda) trolling in this respect...personally, i don't think i should have to talk to anyone about leaving their beer cans (like, 6) in the bushes at a family complex (there are virtually no college kids - it's in north raleigh, and there are children from toddlers to early teens in our building)...common respect and decency should keep them from doing it in the first place (i mean, seriously, even if they don't care about the property, i think it's rude)

but yeah, i've talked with these people a number of times...they're always polite, they always apologize, and they always say they'll "do better"...while i haven't actually seen them do the same thing twice (unless it's one of their cars), they keep doing different things that are downright disrespectful

take pictures and video of him watering with a time stamp. then go approach him and tell him that you have it on record that he is violating the water restrictions and then tell him to pay you $800 or you will report him which will result in a $1000 fine and profit!!
