i hope you're not trying to use that as some kind of justification for this kind of action or negligence.

also, i'm sure the supreme court cases addressed this, but when does a situation turn from being responsible for an individual or "safety in general"? What if two people are involved, 4, 10, etc?

furthermore, we (the citizens) have been led to believe from TV and the media and from police themselves ("dial 911" is written on every cop car) that 911 is there to help us, individually, when we need them. 911 is almost certainly an abused system (i've heard of people calling them to get the weather) but nevertheless, we have been told for decades now that if we have an emergency, then 911 will help us. Police cars don't say "Dial 911. But only if 5 or more people are in danger"

I'd like to see the transcripts. I wonder if this will turn out to be case of Boy Who Cried Wolf where the Madison 911 service received a long string of crank calls from the University of Wisconsin, so that when an actual call came in, the dispatcher just assumed it was another fake call.

you won't get a clear line like; this applies to >= 5 people. But also, if i'm being mugged, that means that THE GODDAM PLACE IS GENERALLY NOT SAFE. The only way that this rule world work, that they can turn down helping anybody for any reason, is if there's some implication that they would never make that decision for just any reason.

This "in general" sounds an awful lot like

Police try very hard to protect people in need/danger, but when seconds count it takes us minutes to get there . we just cant be everywhere. I wish more people in this modern society had a survival instinct to fight back. If the police were not dispatched its not there fault, if the dispatcher is found to be at fault after a fair examination of the facts then they should be held accountable in some way.

also, most rapists don't arm themselves. There's a huge difference between what you'll get having a gun and not having a gun. Also, there's no good reason you would want to use said gun. Also, the girl can take the gun and use it on you. Also, you were probably planning on being able to overpower her to begin with, or else it probably won't go so well.

An older friend of mine (10 years older) was kidnapped at gunpoint and raped when she was in college, and only later after she escaped and led the police to his house did they find out the gun he used the entire time was just a BB Gun. At one point though he held it to the back of her head, then made her turn around slowly until it was between her eyes, then pulled the trigger and it was empty.

I actually know exactly who this is, and I knew her for a few years myself. In healthful living we watched a video tape of her talking about the experience.

One of the lessons (from that) is that having a real gun = bad for rapist and good for victim. Finding out that the "gun" is actually a fake is a turn NOT in your favor.
