Is your diploma supposed to list your minors as well? If not, how are you formally recognized for minors, or are you?

Minors are not listed on the diplomas. You are recognized for a minor through your transcript only.

My girlfriend got a small certificate for her biotech minor, so I guess it may be up to the department, whether or not they want to distribute certificates.

My minor certificate was given to me by my minor department. It was printed via a crappy inkjet printer and it was one of those silly fill-in-the-blank certificates that they used to hand out in elementary school. I was underwhelmed.

A duplicate through the university is only $25 total.

Not that bad for another in color with a real seal.

It takes at least a month to receive diplomas via mail. Add more time (weeks) if you have any lingering fees or uncompleted paperwork.
