While I imagine whatever corporate account you have probably gives you more options and better pricing, anyone can buy no-os laptops from dell.

gen-x-pc.com has "no OS" as standard on their laptops
i can't guarentee the quality of their service, i've never ordered from them before, but i know they keep it as an option.
