What exactly are these blue books that I need to get for tests. Am I supposed to buy them from the bookstore? My instructor did not tell us that much about them. How much do they cost each? Am I supposed to get a specific blue book for each class?

They are small generic bound blue books that have sheets of blank paper inside of them. They are under a dollar per book and you get them at the bookstore, although I think other book stores may sell them too. Your professor should've told you how many to get.

You don't have to buy one for each different course unless that professor says you need one as well.

You can get them at the bookstore in the Atrium for 10 cents I think or Packbackers had them for free (this was a couple years ago) Just walk in, tell the person you need x amount of blue books and they will know what you are talking about.

They are little flimsy 10-15 page staple-bound notebooks used for exams. Typically you buy them for 10 cents or so at the bookstore. They give them away for free at Packbackers and you can also get them at the shop in the Atrium for 10 cents or so.
