first of all, are apartment complexes zoned as commercial or residential? i assume residential

second, can residential buildings (single-family dwellings, apartments, townhomes, etc.) be zoned as commercial and still used for residential? i assume no

third, if there are commercial real estate signs outside a string of single-family homes, does that likely mean they're being converted to commercial?

You do know that there is more than one type of residential zoning and more than one type of commercial zoning, right?

You seem to be curious about what's known as mixed-use zoning.

apartments and condominiums are both considered to be commercial structures unless they are constructed in a way that they will be under three stories and able to stand free from any adjacent buildings/units. So if they are connected by a firewall (which is required for apartments, condos and maybe some duplexes) then they fall under the commercial code
