i know students going to the FSU game can only tailgate in designated sections, but is there any rule that says we can't just park at fairgrounds parking and walk over to the tailgate area? I wouldn't mind paying a few extra bucks or so to get a good spot

Umm, yeh.

Section M.100.2.56.3.4.5, paragraph (a.1)

(a.1) During events held on the grounds of the horse complex or the NC State Fairgrounds, no NC State Faculty, staff, or students shall park on these grounds for events other than those being held on their respective grounds.
